January 25, 2023- The Boerne Independent School District has announced that two counselors have earned statewide awards from the Texas School Counselor Association. Boerne Middle School North Counselor Rachel Franco was named the Middle School Counselor of the Year, while BISD Student Support Counselor Marcie Warner was awarded the Multilevel Counselor of the Year. Both Franco and Warner will be honored at the TSCA Conference in February. This is the third year in a row that Boerne ISD earned two statewide awards from TSCA.
Boerne ISD Superintendent Dr. Price stated, “Rachel and Marcie are very well deserving of these accolades. They exemplify the very best in school counseling and are well respected by their peers, as well as students and parents. Rachel and Marcie do an outstanding job and we are very proud of them for receiving these awards.”
MIDDLE SCHOOL COUNSELOR OF THE YEAR
This is Rachel Franco’s 17th year in education and her 8th year as a school counselor. She has been a counselor in Boerne ISD for the past six years and uses the whole-child approach of counseling with the students and stakeholders of Boerne Middle School North. She is passionate about helping students reach their full potential academically, emotionally, and socially.
Originally from Fort Worth, Mrs. Franco has taught various subjects and grade levels in Fort Worth, Conroe, and San Antonio. She received her bachelor's degree from Texas Wesleyan University and her master's degree from the University of St. Thomas.
MULTILEVEL COUNSELOR OF THE YEAR
Marcie Warner is in her 32nd year in education. During her career she has taught special education inclusion/resource for K-12, behavior unit teacher for ECE, speech therapy for ECE-12, was a lead elementary, middle and high school counselor, campus behavior specialist, One Act Play director, cheer sponsor and a District-wide Student Support Counselor.
Mrs. Warner has worked in 10 school districts in the San Antonio and Hill Country area. She currently serves as the Leader Mentor and CREST Chair for the Texas School Counselor Association.
A native Texan, Marcie has a Bachelor of Science in Speech Pathology and Audiology from Baylor University and a Masters in General and Special Ed Counseling Education from Sul Ross State University.

According to the TSCA, To qualify for these awards, nominations are made based on letters of recommendation, a rationale statement, and a resume detailing significant contributions to the field of school counseling. Professional school counseling experience and leadership
participation in the areas of supervision, professional development, program implementation, and program advocacy are also considered.
