Boerne ISD is committed to meet the needs of students in the early grades. Each school has highly qualified certified teachers with a focus on developing oral language in a safe, nurturing environment.
There are many benefits to attending Pre-K through 2nd grade in BISD. Some of those benefits include:

In Boerne ISD, our Kindergarten program builds the foundation for academic success!
In accordance with state law, students who are five (5) years old on or before September 1 are eligible for the kindergarten program.
A child may be enrolled in the first grade if he or she is at least six (6) years of age at the beginning of the current school year or has been enrolled in the first grade, or completed kindergarten, in the public schools of another state prior to transferring to the district. (TEC 42.003(c))
All students who are at least five years of age on September 1 of the current school year shall be enrolled in the kindergarten program at the time of registration.

BISD offers a Pre-K program for students that are 4 years old on or before September 1 of the school year and meet an area of eligibility.
All students who meet the qualification criteria for Pre-K4 are guaranteed enrollment. Eligibility verification will begin in April in accordance with Federal guidelines.
Eligibility Requirements: Boerne ISD offers a state-eligible Prekindergarten 4-year-old program. Children must be at least four years of age on or before September 1 of the current school year and meet at least one of the following eligibility requirements: 1) unable to speak and comprehend the English language 2) is educationally disadvantaged (eligible to participate in the national school lunch program) 3) is homeless, as defined by 42 USC, §11434a, regardless of the residence of the child, of either parent of the child, or of the child's guardian or other person having lawful control of the child 4) is the child of an active duty member of the armed forces of the United States, including the state military forces or a reserve component of the armed forces, who is ordered to active duty by proper authority 5) is the child of a member of the armed forces of the United States, including the state military forces or a reserve component of the armed forces, who was injured or killed while serving on active duty 6) is or has ever been in the conservatorship of the Texas Department of Family and Protective Services (foster care) following an adversary hearing held as provided by Family Code §262.201 or has been in foster care in another state or territory, but currently lives in Texas 7) is the child of a person eligible for the Star of Texas Award as: a peace officer under Texas Government Code §3106.002 a firefighter under Texas Government Code §3106.003 an emergency medical first responder under Texas Government Code §3106.004 8) is the child of a person employed as a classroom teacher at a public primary or secondary school in the school district that offers a prekindergarten class under this section

Language: A student may qualify for Pre-K if they are unable to speak and comprehend the English language.
To see if your child would qualify, please begin by completing the online registration.
Educational Disadvantage:
Students automatically qualify if they are educationally disadvantaged, meaning the student is eligible to participate in the national free or reduced-price lunch program.
To determine eligibility under this category, parents or guardians should bring the following documentation with them to their appointment at the school, where calculations will be completed to determine if the child qualifies as educationally disadvantaged:
- If the child receives SNAP or TANF benefits, please provide current SNAP or TANF documentation showing enrollment dates that are valid at the time of registration.

If the child does not receive SNAP or TANF benefits, parents or guardians must bring at least three consecutive pay statements equaling more than one month of wages for each wage earner in the household to the appointment.
Homeless:
Students qualify for Pre-K if they are homeless, as defined by 42 U.S.C. Section 1143a, regardless of the residence of the child, of either parent of the child, or their child’s guardian or other person having lawful control of the child if they "lack a fixed, regular, and adequate nighttime residence," including:
- Sharing the housing of other persons due to loss of housing, economic hardship, or similar reasons;
- Living in motels, hotels, trailer parks, or campgrounds due to lack of alternative accommodations;
- Living in emergency or transitional shelters; and
- Living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar places.
- Youth may also experience episodic homelessness, which may manifest in more unconventional ways like couch-surfing.

Military: Students qualify for Pre-K if a parent/guardian is an active duty member of the armed forces of the United States, including the state military forces or a reserve component of the armed forces, who is ordered to active duty by proper authority or is the child of a member of the armed forces of the United States, including the state military forces or a reserve component of the armed forces, who was injured or killed while serving on active duty. Proof of these items would need to be presented to the campus during the registration/qualification meeting. Military ID and paperwork showing active duty or active duty injury/killed while serving active duty is required.
Foster Care: A child is or has ever been in the conservatorship of the Department of Family and Protective Services (foster care) following an adversary hearing held as provided by Section 263.202, Family Code. Paperwork to verify this information will need to be provided for registration.
Star of Texas Award:
A student qualifies if they are a child of a person eligible for the Star of Texas Award as:
- a peace officer under Section 3106.002, Government Code;
- a firefighter under Section 3106.003, Government Code; or
- an emergency medical first responder under Section 3106.004, Government Code.
Paperwork that shows proof of this award, or verification through the online state of Texas system is required to qualify.
Classroom Teacher:
Students qualify for Pre-K if they are the child of a person employed as a classroom teacher at a public primary or secondary school in the school district that offers a prekindergarten class. The Texas Legislature, under HB2 signed by the Governor on June 20, 2025, added this new eligibility for free pre-kindergarten.

STATE PLANS HB3:
Under HB 3, school boards are required to adopt plans in early childhood literacy and math, as well as college, career, and military readiness. All plans are required to include:
- at least one assigned district-level administrator or employee of the regional education service center for the district’s region to coordinate implementation and submit annual report to the board on the district’s progress;
- an annual review by the board at a public meeting;
- an annual report posted on district and campus websites; and
- specific, quantifiable, annual goals for five years at each campus
Early childhood plans are required to include:
- annual goals for aggregate student growth on 3rd grade math and reading STAAR;
- annual targets for students in each group evaluated under closing the gaps domain;
- targeted professional development for classroom teachers in kindergarten through 3rd grade for campuses that the board identifies as not meeting the plan’s goals and that considers the unique needs of students in bilingual education or special language programs.
- annual targets that may be set for students in bilingual or ESL programs.
College, career, and military readiness plans are required to include:
- annual goals for aggregate student growth on CCMR readiness indicators evaluated under the student achievement domain; and
- annual targets for students in each group evaluated under closing the gaps domain.
