Instructional Materials
Boerne ISD utilizes a high-quality, Texas-aligned curriculum across all core subjects:
- Math: The district recently adopted Bluebonnet Learning Math and Aprendizaje Bluebonnet Matemáticas. IXL Math (K-12) is used as a supplement resource for K-12 Math, all of which are open‑education resources (OER) developed by TEA and Great Minds. It's fully aligned with Texas's TEKS and STAAR standards, emphasizes conceptual understanding and coherence across grades, and includes digital, printed, and manipulative materials along with professional development support.
- Reading/Language Arts: The district currently uses the Savvas Learning, Texas Mivision Lectura, 95% Phonics, Estrellita/Lunita, and Heggerty programs (PK-5). These programs offer structured, standards-aligned literacy instruction aligned with The Science of Reading and the TEKS and STAAR standards. During the 2026-2027 school year, the district will begin a curriculum review for HQIM ELAR/SLAR (K-5).
- Science: Science instruction is delivered using McGraw-Hill Texas Science (K-5) and McGraw-Hill Ciencias Para Texas Grado K-2, a TEKS-aligned resource that fosters scientific literacy, curiosity, and achievement. With intentional lesson design and clear progression of standards, students are supported in mastering science concepts and skills.
- Social Studies: (K-5) Social Studies Weekly is a social studies program that is TEKS-aligned and brings standards to life through engaging print and digital resources. Organized by themes and designed with multiple access points for learning, it supports literacy integration and promotes student engagement. During the 2026-2027 school year, the district will begin a curriculum review for HQIM Social Studies (K-5).
Parents may review instructional materials used in their child’s courses by contacting the campus principal. When available, instructional materials may also be accessed through district-approved instructional platforms and parent portals.

In alignment with House Bill 1605, BISD is reviewing instructional materials that have completed the Texas Education Agency (TEA) Instructional Materials Review and Approval (IMRA) process. This statewide process ensures materials are TEKS-aligned, accurate, and grounded in research-based instructional practices. Materials that meet IMRA criteria are approved by the State Board of Education (SBOE) and made available for district consideration. As part of the IMRA process, all proposed instructional materials are evaluated for quality and suitability by trained reviewers before being approved as High-Quality Instructional Materials. - Publishers will attend only textbook presentations initiated by the central administration. Publishers may not initiate or schedule appointments with members of the Board of Trustees, individual teachers, and/or campus or district staff. Neither the publisher nor their representative may visit, contact by email, or conduct presentations on individual campuses. Individual or mass mailings, letters, emails, or telephone communications from publishers are not permitted.
- Publishers may have contact with members of the Department of Teaching and Learning
- Any publisher violating district guidelines regarding the process may be barred or disqualified from participating in the BISD instructional material selection process

District Instructional Materials Committee
District Instructional Materials Committee (DIMC) Roles and Responsibilities Include:
- Teacher members of the District Instructional Materials Committee (DIMC) are selected through a self-nomination process. Nominations are sought from experienced, highly effective teachers within the discipline or subject area who are considered for instructional materials adoption. To be eligible, nominated teachers must have consistently participated in district-approved professional learning aligned to the curriculum for the subject area under review.
- Teacher and parent nominees are required to certify in writing that they have not received any compensation or remuneration from a publisher whose instructional materials are being considered for adoption in the applicable subject are within the past three years.
- The DIMC will establish and adopt a District Instructional Materials Adoption Selection Criteria and Rubric to guide the evaluation of instructional materials being considered for district adoption.
- Members of the DIMC are expected to attend all scheduled meetings of the committee.
- The Steering Committee Department Representatives will serve as chair of the designated adoption subcommittee and will be responsible for facilitating the committee’s work and presenting its recommendations.
- Committee members should not attend any publisher-sponsored events.
- The DIMC will consider community feedback received through the Boerne ISD official comment process.

Instructional Materials Publishers’ Guidelines
The guidelines outlined below are intended for publishers and their representatives participating in the district’s instructional materials adoption process. Compliance with these guidelines is required to ensure the integrity, objectivity, and orderly conduct of the review and adoption process.
Guidelines for publishers
- Publishers and their representatives may communicate only with the designated district adoption contact(s) and may not initiate contact with Board members, committee members, campus staff, or other district personnel regarding instructional materials under consideration for adoption.
- Publishers and their representatives may not visit campuses, conduct campus presentations, schedule individual meetings, or distribute promotional communications related to instructional materials under review.
- Publishers and their representatives may participate only in district-approved review activities, including publisher presentations and instructional materials review events, as scheduled by the district.
- Publishers and their representatives shall not discuss, solicit, or attempt to influence instructional materials adoption decisions outside of approved adoption activities.
- Publishers and their representatives shall not offer or provide commissions, rebates, gifts, favors, services, meals, entertainment, gratuities, or other incentives that could reasonably be perceived as influencing the instructional materials adoption process. Exceptions permitted by law include staff development, in-service training, teacher training, and instructional materials that support student learning.
- Publishers are responsible for providing sample materials and access credentials for district review. All electronic materials submitted for evaluation shall be provided at no cost and made available through the district's designated review platform.
- Any publisher or representative who violates these guidelines may be disqualified from participation in the adoption process and may be subject to a formal complaint to the Board of Trustees and/or the Texas Education Agency, as appropriate
Electronic Educational Materials
- Publishers that offer electronic instructional materials (e.g.,DVDs or web-based instructional materials) for adoption are required to provide these materials in an accessible format in accordance with the technical standards of the Federal Rehabilitation Act, Section 508. The standards are available here.
- Web content in electronic materials adopted must be created to conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, available at WC (TAC §66.28(a)(2)).
- Electronic instructional materials that are not compliant with Web Content Accessibility Guidelines 2.1, Level AA, or with technical standards of the Federal Rehabilitation Act, Section 508 will be removed.
