  • As a participant in TRS ActiveCare, continued health coverage to employees and their eligible dependents who no longer meet district eligibility requirements is provided through TRS's third-party COBRA administrator.

Any eligible individual electing to continue TRS ActiveCare coverage must pay the total TRS premium, excluding supplemental state contributions, plus a 2% administration fee directly to the COBRA administrator.  The COBRA administrator will send all notifications of premium changes, health care benefit changes, and the COBRA termination date to the participant.  Premium payments are due the first of each month.  Premium payments must be postmarked within 30 days of the premium due date or COBRA coverage will be terminated.

COBRA participants must elect the same plan they had a termination of employment.  COBRA participants have the same rights as active employees at the next plan enrollment period.

    COBRA coverages ends if:

    • The benefits continuation period expires.
    • Premiums are not postmarked within 30 days of the due date.
    • The COBRA participant becomes covered under another group health plan as an employee, spouse, or dependent.
    • The COBRA participant becomes entitled to Medicare benefits.
    • TRS ActiveCare no longer provides group coverage for public school employees.
  • You cannot add, change, or cancel your benefit coverages for the plan year unless you have a change in family status.  Human Resources must receive notification in writing within 30 days of the status change.

IRS-specified changes in family status include:

    • Change in legal married status
    • Change in number of dependents, such as birth, adoption, death, or change in child custody
    • Termination or commencement of employment, i.e., change in employment status
    • Dependent satisfies or ceases to satisfy dependent eligibility requirements
    • Change in residence or worksite that affects eligibility for coverage
