Boerne ISD's ESSER III Allocation
ARP ESSER III funding intent and purpose:
- help schools reopen safely
- sustain safe school operation
- address impact of the coronavirus pandemic on students
Boerne ISD's final allocation: $4,149,379
Allowable expenditures are those relating to preventing, preparing for, and responding to the COVID-10 pandemic.

Methodology
Executive leadership, through consideration of public input, financial data, and consultation with the Board of Trustees, came to the consensus that student learning loss was the priority for the use of funds. Maintaining lower student/teacher ratios was the primary selected strategy.
BISD reviewed student performance data and stakeholder input on the proposed uses of funds through the District Education Improvement Committee DEIC meetings in April 2021 and May 2021.
The DEIC is comprised of representative stakeholders including students, teachers, administrators, district leadership, paraprofessional staff, parents, and business and community members.
The proposed use of funds plan was presented to the Board of Trustees in June 2021 and was made available for public comment at that time.
A review of the use of funds plan was conducted with DEIC stakeholders in the regularly scheduled DEIC meetings in

ESSER III Use of Funds Plan Priorities
First Priority: Student Learning Loss
Expenditures to address learning loss must exceed 20% of the total grant funds.
BISD plans to spend 51% of the total allocation on learning loss.
Learning loss is addressed with these planned strategies:
- Class Size Reductions with additional teachers in Grade 1 and other high enrollment elementary grades in School Year 21-22
- Implementation of Middle School Instructional Coaches in School Year 21-22 and High School Instructional Coaches in 22-23.
- Implementation of Bilingual Coaches/Interventionists to address Emerging Bilingual student learning loss in SY 21-22
- Expanded Summer School opportunities to address student learning loss in summers 2022, 2023, and 2024, to include learning loss and enrichment opportunities for economically disadvantaged and at-risk students
- Provide high quality professional development and other services focusing on evidence-based activities to meet the comprehensive needs of students.
- Allow for continuity of educational services by continuing to employ existing teachers
- Address student learning, student learning loss, and increasing student proficiency in technology by adding interactive whiteboards into classrooms

Other Planned Uses of Funds
Prevention and Mitigation Strategy - Fund a COVID-19 Administrator in SY 21-22 to:
- oversee/coordinate district safety protocols
- align district practices to state and local health guidelines
- provide continued parent and staff notifications of confirmed COVID-19 cases within a classroom or workspace
- stay abreast of CDC and State mandates, recommendations, and guidelines
Student Social-Emotional Learning Strategy - Combine ESSER III and Title IV grant funds to provide for the continued use of the Devereaux Student Strength Assessment (DESSA) in SY 21-22* to:
- assess a student's social-emotional learning skills
- enable school staff to design intervention plans for students who need additional instruction in a particular skill
- assess risk and provide intervention for students at risk of violence
*DESSA continues to be funded with Title IV and local funds for SY 22-23.

The ESSER III Plan is reviewed every six months by our Stakeholder Committee. Reviews were conducted in February 2022 and April 2022.

Safe Return and Continuity of Services Plan
Boerne ISD continues to prevent and mitigate the effects of COVID-19 on students, staff and visitors by staying abreast of CDC, State, and local mandates, recommendations, and guidelines.
The plan is monitored and updated to reflect changes in guidance. Current plans are always available on the district's Safety and Security web page.
Current protocols are as follows:
Quarantines
Quarantines are not required for household exposure. Only infected persons are required to quarantine.
Testing
COVID testing is available on campus for students and staff only. We are no longer testing household members of students and staff. Please contact your campus nurse to schedule an appointment

Crisis Support
Boerne ISD recognizes the continued impact of the COVID-19 pandemic on our students, staff, and community.
The Crisis Support information on the district's website identifies resources offered by local community partners year-round, and not specific to the current public health situation. Please reach out to these partners directly for more information on their services.

Stakeholder Involvement
Boerne ISD utilizes multiple strategies to involve stakeholders in all educational matters, including the ESSER III Use of Funds Plan.
The primary strategy is the involvement of the local site-based decision-making committee. That committee is the District Education Improvement Committee (DEIC) and is comprised of representative stakeholders including students, parents, teachers, administrators, district leadership, and business and community members.
The committee meets at least quarterly, and begins with the stated purpose of giving stakeholders a voice in local educational matters.
The ESSER Use of Funds Plan was presented to the Board of Trustees and made available for public comment in June 2021.
